Many EU countries burn biomass rather than coal and claim to be carbon-neutral. Sadly it isn't true and it amounts to a dramatic undercounting of their emissions.  (in some cases burning biomass is worse than coal).   Sadly the US is considering adding more biomass to meet goals.
