I think the larger point is the terrorists won beyond their wildest expectations.  The US is much more paranoid than it was and they have forced huge expenditures and a loss of personal freedom.  For an investment of less than a million dollars they triggered a reaction and paranoia that have totaled well over a trillion dollars.  Massive surveillance  seems to be ok, torture is ok, it gave an excuse for a useless war ... and so on...
