Increasingly the answer is no. Most people lack the skill and tools to repair their stuff, but the ability is being denied to businesses too. This is very common in consumer tech, but extends to your car, appliances, etc. The story of iFixit and Apple, but touching on the larger issues of DCMA, waste and beyond. (I've been a customer of iFixit and Apple for years)
This extends to many non-technical products. A large amount of clothing is now made in a way that is very difficult to repair - not that many people try in the first place.
