The megacities carbon project is a major study of urban emissions in Paris and Los Angeles is getting underway with a third megacity in Asia or South America to join. The notion is beginning a serious study while offering a proof of concept so it can spread to other urban areas.
It has been underway for awhile, but the site doesn't have a lot of information .. I found an article on the effort recently on Atlantic Cities and another at Nature News.
