It is great these teens are using bikes, but sad that this happens to be newsworthy.
At the risk of sounding old I note that bikes were commonly used for getting to school and general kid commuting when I was a kid. The fact that most of the streets in town had a 25 mph speed limit helped, but it was cheap and available transportation - even in "tropical" Montana.
Gee, I must be old. There were no bicycles at our school. In the tradition of Abe Lincoln, the poor of us walked to school in our patched overalls, frayed shirts, and worn work shoes. The "rich," on the other hand, in their fancy shoes, jeans, skirts, and blouses, were driven to school.
