A problem on mis-directed poodle puddles and doberman drops is properly noted by Rebecca.
We need a clever hack - people are unlikely to change and dogs are even less likely .. can you design something to solve the problem. Extra points for cleverness... perhaps giving the trees and bushes faces like the illustration suggests - or consider the classic VW design to get people to use waste baskets.

I actually invented a "dog distractor" that is really a dog attractor and the Parks Dept is really considering installing them. BUT, there is part of it that I could really use some help with. I'd like the object of attraction to be sitting on some sort of substrate that would dissipate the less pleasant aspects of the item above its function. So is there something? Some lime or gypsum? I believe this is a job for science!
