There are many metrics that can be used. Not a great metric, but it should cause a bit of conversation. Expect to see much more on this later this year.
For now Netflix rates them on streaming performance: (the color codes on their graph is difficult to pick apart - this is the standing at the last measurement)

unfortunately most of us only have one or two choices -- there is no real competition in the US.

As posted in comments by others, this isn't really a ranking of the quality of the ISPs or, even, their available bandwidth.
Since just about all (all?) of those ISPs offer multiple tiers of service, the more interesting graph would be one that shows sustained % of subscribed bandwidth throughout content playback.....
