an unlevel playing field

Emission exemptions for luxury cars (mostly German).  Everyone should have the same standards - perhaps an exemption for very low volume manufacturers (say fewer than 1000 vehicles per year), but this seems like a pure give-away.  

Of course $10 a gallon gasoline would quickly fix the problem.
